Superintendent Avier Salter was born on July 8, 1961, to Samuel and Emma L Salter at the Washington Hospital Center. Born and raised in the city of Washington DC, he attended St. Peters and St. Matthews public and private schools. After graduating Dunbar high school in 1979, he attended DeVry School of Technology in Atlanta, Georgia from 1979 to 1982, Morehouse College from 1980 to 1981. Bishop Salter accepted Christ in 1980. He accepted his call to the ministry in 1981 under the late Bishop J.D. Husband.
The Lord led Superintendent Salter back to Washington, DC for a fresh spiritual start and new ground. He attended Temple Church of God in Christ where he served as an associate Minister under the late Bishop Samuel Kelsey in 1982. He served faithfully in the ministry under the current Pastor Fred D. Morris Sr. until accepting his call to Pastor in 1996. At Temple C.O.G.I.C., Superintendent Salter is married to Angela J. Salter. He is the father of Lauren Chantara Salter, Travis Christopher Brown, Michael Andrew Bartee and Cache Jade Salter. The Lord led Bishop Salter to organize Victory Praise Church of God In Christ Inc, in 1996, in a hotel ballroom at the Days Inn on New York Ave and Bladensburg Rd in Washington, D.C. The church began with 3 members. The hotel ballroom seated 300. Superintendent Salter asked God to fill the ballroom and He did it! Victory City of Praise welcomed 22 members on opening day, and the Lord has been adding to the ministry ever since its inception. The Lord, with an awesome move, took the ministry out of the hotel, and they purchased their location of 1401 South Carolina Ave. N.E. in July of 1997. The Lord has continued to grow the church. Souls are being added as their hearts are converted and their lives are changed In Christ. The thrust of the church to promote the gospel of Jesus Christ in the streets with outreach.
